SEC focuses on understanding business and development of ecosystem to uplift Thai capital market

Bangkok, June 5, 2015 ? SEC Secretary-General talked strategy and vision, emphasizing on understanding business and improvement of ecosystem where regulations are practical and developed from the views of regulator and regulated persons. Meanwhile, better communication will allow stakeholders to learn of purposes, objectives and benefits of the regulations which must also be responsive to their needs. As such, intended outcomes from the supervision and development of the Thai capital market will be achieved.  
  
Rapee Sucharitakul, SEC Secretary-General said that the SEC Board has approved the 2015 strategic plan adjusted to align with his vision presented before the SEC Board in the candidacy for the SEC Secretary-General post. The adjusted framework will focus primarily on understanding business and market environment; multidimensional development of ecosystem by taking into account views and opinions from all stakeholders; and focusing on root cause or target group in order to provide proper development or accurate solution as well as effective and practical regulations. Moreover, the SEC organization will be restructured to enable the end-to-end process to support the plan implementation and serve stakeholder needs better. Eventually, this would be beneficial to all market participants and the Thai capital market. 

Additional actions to be taken in the second half of this year aims at setting a foundation to formulate a three-year strategic plan for 2016 ? 2018. The plan will include a study on market structure weakness conducive to exploitation and abuse along with enabling prevention and law enforcement efficiency; encouraging investors and shareholders to learn of their rights and duties as well as empowering them to protect their own interests; conducting a survey on levels and needs of financial literacy in the segment which has yet been reached; a promotion on financial planning and investment for retirement with focus on provident fund industry which has been growing significantly in the past years. 

The above actions will boost six strategic moves set out in the strategic plan, comprising (1) attaining high regulatory standards on par with internationally accepted standards; (2) enhancing efficiency of preventive measures, surveillance, and enforcement mechanisms in response to technology advancement; (3) increasing market width and depth to attract worldwide investors and promote the Thai capital market as a regional financial connector; (4) promoting market based financing for all businesses; (5) creating quality investors and promoting financial literacy and capital market knowledge among the public; and (6) enhancing SEC efficiency to attain sustainable growth and drive the success of policy implementation.

Rapee added that the plan will aim to establish a foundation with emphasis on practical regulations beneficial to all parties, cooperation with private sector on investor education, development of corporate governance in substance by emphasizing roles and duties of company directors and maintenance of market orderliness. Along with the said implementation, the SEC work procedures such as public hearing process and development of information and technology, will also be adjusted with a view to achieving intended outcomes in lifting standards and growth of the Thai capital market.
