SEC public hearing on draft amendment to approval for paperless filing of mutual funds

Bangkok, 8 November 2019 – The SEC is seeking public comments on a proposed amendment to the regulation relating to approval of paperless filing for establishment and management of mutual funds. The revision is intended to facilitate the business sector, reduce carbon footprints and impacts on climate change and enhance competitiveness of the Thai capital market through business sustainability.

The SEC is proposing to amend the regulation on filing the application for establishment and management of mutual funds by allowing electronic submission of all required documents through the Online Fund Approval and Management System (“OFAM”). In addition, the amendment would expand channels for announcement of dividend payment such as websites of asset management companies.
  
The paperless process is in line with the Capital Market Development Plan in the area of building competitiveness and business sustainability. It is expected to reduce the volume of paper use of the business sector by 1.6 million sheets per year, accounting for 39 tons of carbon dioxide exhaustion. This paperless process could also save operating costs such as printout delivery, electricity and document storage by approximately 1 million baht per year.

This public consultation takes into account the comments and suggestions gathered from the previous hearings in August and September this year – the majority of which were in favor of the SEC guidelines – and also covers clearer revision of mutual fund schemes.
