Aiming to create
tangible digital transformation, the MOUs are the SEC’s first multilateral cooperation
with the country’s leading digital driver organizations, namely (1) the Ministry
of Digital Economy and Society, (2) the Digital Government Development Agency (public
organization) (DGA), (3) the Electronic Transactions Development Agency (ETDA),
(4) the Digital Economy Promotion Agency (DEPA), (5) King Mongkut's Institute of Technology Ladkrabang (KMITL), (6) CMKL
University (Established as a collaboration between Carnegie Mellon University
and King Mongkut's Institute of Technology Ladkrabang), (7) the
ASEAN Chief Information Officer Association (ACIOA), (8) the Thailand Information Security Association (TISA), and (9) the Information Systems Audit and
Control Association – Bangkok Chapter (ISACA – Bangkok Chapter).
Ms. Ajarin Pattanapanchai,
Permanent Secretary of the Ministry of Digital Economy and Society, said: “The
Ministry is ready to support the SEC in laying out policy and adjusting
supervision and operation in compliance with the law on digital technologies to
ensure that transactions in the Thai capital market are in line with the law. We
also foster creation of digital leaders among the SEC staff and regulated
agencies.”
SEC
Secretary-General Ruenvadee Suwanmongkol said: “The SEC’s objective is to supervise
and develop the Thai capital market as the key platform for driving the
national economy toward Thailand 4.0 for the benefit of national security,
prosperity and sustainability. We are fully aware that digital technologies are
increasingly playing a major role in shaping consumers’ lifestyles and business
operation. Therefore, we are emphasizing the use of digital technologies to support
our policy and implementation in convergence with the Development Plan for
Digital Economy and Society.
“These
MOUs stress the importance of digital technologies in propelling capital market
development, facilitating market access for business sectors and the public,
and creating a pool of knowledge on financing solutions and investment
opportunities. Meanwhile, elevating cyber security and efficiency of the SEC
work process is also important in keeping pace with rapid changes in the
digital age,” added SEC Secretary-General.
In
addition, the DGA will render cooperation with regard to laying
out strategies, policies and action plans, develop guidelines in accordance
with the law on digital technologies, extend services of the capital market to
the public, and develop potential for service giving and market operation through
digital tools and channels in line with the government policy and the national
development of digital economy and society.
The ETDA will render
cooperation with regard to promoting the Thai capital market to use digital
technologies and electronic transactions to increase competitiveness of business
operators as well as creating the readiness and conducive environment for the use
of cutting-edge digital technologies to enhance operating security of business
operators and service quality for consumers.
The DEPA will render
cooperation in promoting and supporting the development of potential and
channels for digital startups and small and medium-sized enterprises (SMEs) in
business and industrial sectors to access the Thai capital market and adapt to digital
transformation, and will join the group efforts in organizing training to
strengthen competency of digital leaders.
KMITL and CMKL will jointly
promote academic know-how in the area of digital technology for capital market
personnel, promote research related to capital market, and grant scholarships
to students with portfolios of implementing technologies for the capital market
development. CMKL will also cooperate with Thai and foreign counterparts,
especially Carnegie Mellon, a leader in data analytics, and promote readiness
on cyber security.
The ACIOA cooperation will
focus on development and training to enhance competency of digital leaders and cross-organization
cooperation within the ASEAN region through the ACIOA network.
The TISA will render
cooperation in transferring cyber security know-how, human resource development
in the area of cyber security, security oversight and secure application of
digital technologies.
The ISACA – Bangkok Chapter
will render cooperation in creating readiness of capital market personnel in
optimizing the use of digital technologies to support execution of
transactions, operating efficiency, oversight and inspection of digital
technology-based activities to strengthen security in the capital market.
